New rules to E-Test effective on April 1, 2017 Owners whose vehicles require extensive e-test repairs can obtain a conditional pass. Conditional pass can only be used to renew your licence plates. It cannot be used to transfer ownership. It is only valid for 1 year, and after April 1, 2017 consecutive conditional pass will no longer be available.
